§322.095 of the Florida Statutes requires that every first time driver in the State of Florida must complete a Traffic Law Substance Abuse Education course, or TLSAE course. The 4-hour TLSAE course instructs young drivers about the effects of drugs and alcohol on the human body and mind and on a person's ability to drive. Safe driving practices are stressed, particularly the concept that a driver should not have any amount of alcohol or drugs when getting behind the wheel of a vehicle.

You can take TLSAE online or in the classroom. Classroom TLSAE course locations are listed here. (You must call the school of your choice for classroom times and availability. The TLSAE course is listed on this page as the START course.)

The TLSAE online course features video, Flash animations, and interactive exercises. You can log into the TLSAE online course at any time, 24 / 7, and the course will keep track of your work. Both the classroom and the online TLSAE course require four hours to complete per state law.

I've never heard of TLSAE. How do I know if I need to take it?


You've probably heard this course called by other names. Some of the more popular names for the course are: driving learner permit course, drug and alcohol class, drug and alcohol course, Florida first time driver course, Florida license course, Florida learners license course, Florida learners permit course, Florida online learner permit course, or State of Florida learner permit course. All of these names refer to the same course.

If you are a Florida teen and you have never been issued a Florida driver license, you MUST take this course before a State of Florida driver license (learner permit) will be issued to you. If you are an adult and you have had a U.S. or Florida driver license, you do not have to take this course. Some drivers who hold licenses from other countries also do not have to complete a TLSAE course.

How old do I have to be to take TLSAE?

You can take TLSAE (online or classroom) before your 15th birthday.

How can I take the Florida driver license test on the internet?

After you finish the TLSAE course, you will see three options: 1) pay the testing fee and take your driver license test online; 2) log out and log back in later to take your test; or 3) take your test at a driver license office. You can take the Florida permit test before your 15th birthday and you can only take your test ONLINE after you have completed the online learner permit course. You cannot take the test online if you attend TLSAE in a classroom.

Will the TLSAE course prepare me for the driver license test?

No, you must study the Florida drivers handbook to prepare for the driver license test.
